China Targets a 60-Trillion-Yuan Consumer Market by 2030: What Foreign Brands Need to Know

On August 13, 2026, seven Chinese ministries led by the Ministry of Commerce issued the “Opinion on Promoting the Upgrade and Expansion of Goods Consumption.” It targets China’s total retail sales of consumer goods reaching about 60 trillion yuan by 2030, and aims to cultivate a batch of 10-trillion-yuan markets in green, smart and health consumption. For foreign brands planning to enter China, this is a clear market-opportunity map.

The policy focuses on four categories: big-ticket durables (automobiles, home furnishing, home appliances); daily necessities (food, beverages, textiles and apparel, sports and cultural goods); specialty goods (silver-economy products, infant and child products, domestic “trendy” brands, foreign-trade quality goods, international premium goods); and upgraded consumption (green, smart, health). Trillion-yuan categories such as automobiles, home appliances, communications equipment and textiles will keep growing.

Most relevant to importers and foreign brands are the “international premium consumption” and “foreign-trade quality goods” tracks: the policy facilitates imports of quality green, healthy, smart and fashionable consumer goods, leverages the China International Import Expo (CIIE), cross-border e-commerce retail imports and the “Silk Road e-commerce” initiative, and promotes “Foreign-Trade Quality Goods into China” campaigns with dedicated online zones on e-commerce platforms.

The policy also supports brand building, aligns domestic and foreign product standards, and stresses regulating the market and cracking down on counterfeits and IP infringement — a direct plus for foreign brands protecting their rights in China. By 2030 the strengths of China’s super-scale market will keep showing.
